Summerland, Ramrod and the Torch Keys: a home loan guide from a local.

I live on Ramrod Key, so this stretch of the Lower Keys is my backyard. It is mostly canal homes on quiet residential streets, with a few federal map issues and rental rules that catch buyers off guard. Here is what matters for your loan.

Where this is

Summerland Key runs roughly from mile marker 24 to 25.5, Ramrod Key sits around mile marker 26 to 27, and Little Torch Key is around mile marker 28 to 29, with Middle Torch and Big Torch reached by road from Little Torch. The Niles Channel bridge connects Summerland and Ramrod. Key West is about 25 road miles west. None of these keys is inside a city, so Monroe County's building, flood and rental rules apply to all of them.

A few landmarks you will hear about: Mote Marine Laboratory's coral reef research center is on Summerland Key, and the Looe Key reef, a protected Sanctuary Preservation Area, lies about six miles offshore from Ramrod.

Flood zones and insurance

FEMA's flood maps put most of these keys in the AE and VE zones, with a few small X-zone pockets on Ramrod and Little Torch. For a lender, AE and VE both mean flood insurance is required on a federally backed loan. The premium depends on the home itself, especially elevation and first-floor height, so ask for the elevation certificate on any home you are serious about.

As of October 2026 the National Flood Insurance Program (NFIP) is authorized through December 11, 2026, after a short-term extension Congress passed in September. When NFIP authorization lapses, as it did from October 1 to November 12, 2025, it cannot write new policies, and a closing that depends on a new NFIP policy can stall. Private flood insurance that meets lender requirements is the usual workaround, so on any purchase scheduled near that date, get a private flood quote as a backup.

The issue most buyers miss: CBRS areas

Parts of this stretch fall inside federal Coastal Barrier Resources System units. Based on the official U.S. Fish and Wildlife Service boundaries, Big Torch Key is largely covered, Middle Torch has meaningful coverage, the undeveloped northern part of Summerland is inside a unit, and Ramrod and Little Torch have small fringe areas. Inside a CBRS system unit, federal flood insurance is generally not available for buildings built or substantially improved after the designation, and without it most federally backed loans are not possible.

Do this first: look up the exact parcel on the CBRS Mapper. The Fish and Wildlife Service has also been remapping Keys CBRS boundaries, so confirm the current map rather than an old listing note.

Sewer, building and the Tier map

These keys are in the service area of the Cudjoe Regional Central Wastewater System, and public records show sewer collection on Summerland, Ramrod and Little Torch was complete by 2016. Ask the seller to confirm the home is connected. For vacant lots and rebuilds, Monroe County's Tier system and its permit allocation system decide what can be built, and Key deer habitat in the Torch and Ramrod area can affect new construction. If you are buying land, check the Tier designation before you price the deal.

Rental rules

These keys sit in unincorporated Monroe County, so county rules apply. Renting for less than 28 days takes an annual Monroe County Special Vacation Rental Permit, a licensed vacation rental manager, a fire and life safety inspection, and state lodging and tax registrations. The permit is only available in certain land use districts. In the IS (Improved Subdivision), IS-M and URM districts, vacation rentals are prohibited unless the property is in a gated community whose HOA controls rentals. A county permit does not pass to a new owner, so past Airbnb income on a listing proves nothing about what you can legally do after closing.

Monthly rentals of 28 days or more are allowed far more broadly. For a side-by-side of every Keys jurisdiction, see the Keys vacation rental rules guide.

Boating

Many homes here sit on canals. Whether a canal suits your boat depends on depth and bridges. NOAA's Coast Pilot lists the Niles Channel bridge at 40 feet of vertical clearance and Kemp Channel, toward Cudjoe, at 15 feet. More on what to check in our canal home financing guide.

Summerland, Ramrod and Torch Keys questions

Are Summerland Key, Ramrod Key and Little Torch Key in a city?

No. All three are in unincorporated Monroe County, so county rules for building permits, flood regulations and vacation rentals apply. The only cities in the Keys are Key West, Marathon, Islamorada, Key Colony Beach and Layton.

What is CBRS and why does it matter on the Torch Keys?

CBRS is the federal Coastal Barrier Resources System. In a CBRS system unit, federal flood insurance is generally not available for buildings built or substantially improved after the area was designated, which rules out most federally backed mortgages. Big Torch Key is largely inside a unit, Middle Torch has significant coverage, and parts of Summerland, Ramrod and Little Torch are affected at the edges. Check the exact parcel on the U.S. Fish and Wildlife Service CBRS Mapper.

Can I rent a home on Summerland or Ramrod Key on Airbnb?

Only if the parcel is in a land use district where Monroe County allows vacation rentals and you get the county permit and state licenses. Vacation rentals are prohibited in the IS, IS-M and URM districts unless the home is in a gated community whose HOA controls rentals. Monthly rentals of 28 days or more are allowed much more widely.

Are homes on these keys on public sewer?

These keys are served by the Cudjoe Regional Central Wastewater System, and public records show collection lines on Summerland, Ramrod and Little Torch were complete by 2016. Confirm with the seller that the specific home is connected.

What is the 2026 conforming loan limit in the Florida Keys?

All of the Florida Keys are in Monroe County, where the 2026 conforming loan limit for a one-unit home is $990,150. Loan amounts at or below that can use conventional financing backed by Fannie Mae or Freddie Mac. Above it, the loan is a jumbo. The FHA limit in Monroe County is also $990,150 for one unit. VA has no loan limit for veterans with full entitlement.
